Brisbane, a 40-bed psychiatric facility in Wall Township, has faced complaints for 15 years about excessive force and inadequate supervision. Some advocates believe the center’s problems are so severe it should be shut down. Meanwhile, the Monmouth County prosecutor is investigating claims that a staff member had sexual relations with two female patients.

  • In August 1984, state and Monmouth County officials announced the arrests of two men for sexually abusing children at childcare centers in Wall Township.

Thomas Grisard, 25, of Spring Lake Heights, worked at the Arthur Brisbane Child Treatment Center and was charged with abusing three boys. He was released on $75,000 bail. Michael Roach, 26, of Lakewood, worked at the Monmouth Youth Shelter and was charged with sexually assaulting two 13-year-old boys and giving drugs to teens. He was released on $50,000 bail.

The victims in this case were between 13 and 15 years old.
