- An inmate at a New Jersey juvenile detention center filed a lawsuit against the Juvenile Justice Commission after being sexually assaulted by an employee.
The assault occurred in June 2015, at the New Jersey Training School for Boys. Karen Selmon, 44, a supervisor with a history of mental health issues and sexual misconduct, raped the then-19-year-old detainee. According to the lawsuit, Selmon offered the teen contraband in exchange for favors and lured him into an isolated area where the assault took place.
Another employee discovered the situation and reported Selmon to authorities. Selmon pleaded guilty to criminal sexual conduct three months later and was sentenced to 18 months in prison. She was also terminated from her position.
The lawsuit further alleged that the facility’s superintendent, Lionel Henderson, ignored a culture of sexual misconduct at the detention center, which housed about 200 detainees aged 12 to 23.
A 2012 national survey revealed that 14.8% of detainees at the New Jersey Training School reported sexual victimization, higher than the state average of 6.3%, though below the national average of 9.5%.
- In January 2010, a U.S. Department of Justice survey revealed that about 23% of juveniles at the New Jersey Training School Detention Center reported experiencing sexual abuse by staff and 2.7% by other residents.
