According to the legal filing, the first instances of abuse occurred during a six-month stay at the facility. A female probation officer in her early thirties allegedly groomed the boy to gain his trust before ordering him to clean her private on-site bedroom by himself. In that room, the officer allegedly sexually assaulted the boy on four separate occasions. The lawsuit stated the acts included kissing, groping, and forced sex acts.
Later in 2012, the boy was returned to Camp Barrett for a four-month period. During his stay, a male probation officer allegedly assaulted him during a field trip to the Point Loma Marina. The officer allegedly ordered the boy into a restroom alone and forced him to perform a sex act and threatened to delay his release date.
The lawsuit alleged the county failed to protect the minor and that supervisors should have prevented the officers from being alone with him. In August 2023,The plaintiff’s attorney filed a claim for damages and later sent a demand letter to discuss a potential settlement, but those talks did not result in an agreement. The lawsuit alleged the county posted the demand letter online without hiding the plaintiff’s name, exposing his private information to the public for several months before removing it.
