Why Is Los Padrinos Juvenile Hall Under Investigation?

  • In May 2025, Los Angeles County filed a plan to close Los Padrinos Juvenile Hall and move the youth detainees to other facilities.

In December 2023, the California Board of State and Community Corrections (BSCC) declared Los Padrinos unsuitable for housing youth detainees. The facility has faced numerous issues including chronic short-staffing, allegations of violence among detainees, and escape attempts. In March, 30 probation officers were criminally charged for allegedly organizing “gladiator fights” among detainees. 

  • In December 2023, 17-year-old youth at Los Padrinos Juvenile Hall in Downey was allegedly attacked by multiple youth detainees, while five probation officers reportedly stood by and failed to intervene. Surveillance footage shows the victim being knocked to the ground twice during what appeared to be a coordinated assault.

Sources later revealed that the victim suffered a broken nose in the attack.  

  • In December 2022, nearly 300 former inmates of Los Angeles County’s juvenile detention system filed a lawsuit, claiming they were sexually assaulted while in custody. The lawsuit alleges widespread abuse by probation and detention officers over several decades, with incidents dating back to the 1970s and continuing as recently as 2018.

The plaintiffs claim they were repeatedly assaulted by officers who allegedly used threats and coercion. Some female employees allegedly forced minors into sex acts, while others began by watching girls in the shower before escalating to sexual assault. Some victims claim they were raped by multiple employees.

The lawsuit names several juvenile detention facilities where the abuse allegedly occurred, including Los Padrinos Juvenile Hall. 

  • A 2010 investigation revealed that at least 11 probation officers in Los Angeles County Juvenile Facilities had been disciplined or criminally convicted for misconduct, including molestation and physical abuse, between 2007 and 2010. Additionally, a U.S. Department of Justice investigation found widespread use of excessive force and inadequate mental health care in the facilities, leading to seven years of court oversight.

In 2022, the California Department of Justice reached a settlement with the county over poor conditions in juvenile halls, declaring them unsuitable for the confinement of minors.
