Introduction

After decades of scandals, failed reforms, and public opposition, New York City permanently removed all young people from its oldest juvenile detention center, Spofford Juvenile Detention Center, also known as Bridges Juvenile Center. 

Community groups had long called for the closure of Spofford, describing it as outdated, ineffective, and harmful. The facility was notorious for its poor conditions, including dark, dirty spaces with little room for recreation or education. Advocates are now urging the city to renovate and repurpose the building, warning that keeping it empty leaves the possibility of it being reopened in the future.

Spofford’s troubled history dates back to the 1960s, when abuse scandals led the city to take control of the facility from a nonprofit. Over the following decades, reports of physical and sexual abuse, staff misconduct, mass escapes, and even a drug cartel and prostitution ring plagued the center. 

In 1978, a commission labeled it “a case study in failure” and recommended its closure.

The city initially shut down the facility in 1998, but it reopened six months later during a surge in juvenile arrests. Despite renovations and a new name, the building quickly returned to its grim state, with dark hallways, barbed wire, and barred windows. Until its final closure, Spofford served as an intake center, holding youth for up to two weeks before transferring them elsewhere.
